Description: This is an official government service stamp from the Republic of Turkey, produced by superimposing a heavy black overprint text onto an existing base definitive issue. The underlying stamp is printed in a vibrant vermilion ink and depicts a detailed portrait of İsmet İnönü, the nation's second president, with a prominent crescent moon and star motif positioned directly over his forehead. In the upper left corner, the fractional face value denomination is cleanly rendered as "0.25 Krş" (0.25 Kuruş). Modifying the piece exclusively for ministerial and government business, the black overlay centers the bold word "RESMÎ" securely inside two parallel, thick horizontal bar lines that span the width of the central design frame.
