Description: This is the 15 on 16 Pfennig surcharge from the DDR's Five-Year Plan series. The base stamp (originally 16 Pfennig, violet) depicts a steel smelter/foundry worker. He is shown wearing protective goggles (pushed up) and heavy heat-resistant gloves, holding a long steel poker or rabble used for tending the furnace. The heavy black overprint cancels the "16" with an "X" and revalues the stamp to 15 Pfennig to meet new postal rates.
